“Domestic Violence Services of Southwestern Pennsylvania (DVSSP) celebrates the passage of Pennsylvania's Protection from Abuse Act 146 to expand protections to include companion animals. Pennsylvania now joins 37 other states in providing protections for pets in domestic violence situations.”

“There’s been a lot of abuse, far more than most folks realize” “To many people they’re (pets are) protection, they also provide comfort. There should be no abuse to the animals. It’s a shame to even think about that. … This is a way to try to prevent some of that stuff, and make people aware of it.”

On November 2024, Governor Josh Shapiro signed Act 146 into law, amending Pennsylvania’s Protection from Abuse Act to extend protections to pets alongside survivors of domestic violence.

This landmark legislation acknowledges the heartbreaking reality that Abusers Often Target Family Pets to Control or Intimidate Victims, with studies showing that Up To 71% of Survivors Report Such Abuse.

Now, judges have the power to include pets in protection orders, ensuring that survivors can seek safety without leaving their beloved animals behind. Programs like WRC’s Protecting Pets Against Domestic Violence, along with shelters and advocates, already work tirelessly to provide housing, veterinary care, and resources for pets in crisis, and Act 146 further empowers families to escape dangerous situations together.

*Whiskers, Paws and Love® wholeheartedly supports this critical legislation and applauds Pennsylvania for recognizing the deep bond between people and their pets. We believe every survivor deserves to find safety without being forced to abandon their animal companions. Through our Paws Together Program, we remain committed to raising awareness, supporting victims, and ensuring pets are protected in times of crisis.
