    “Massachusetts legislation would create a dog breed neutral policy, and remove dog breed prohibitions, related to placing a child in a foster or adoptive home; it also clarifies that human services employees can report animal cruelty.”

    Signed into law by Governor Maura Healey on October 9, 2024, An Act Relative to Animal Welfare and Reporting of Animal Cruelty, Abuse or Neglect (H.4911) modernizes outdated animal policies and strengthens protections for both children and animals.

    The law Eliminates Discriminatory Dog Breed Restrictions in Department of Children and Families (DCF) placements, ensuring that Foster and Adoptive Homes are Evaluated Holistically rather than Unfairly Disqualified Based on the Presence of Certain Breeds.

    It also clarifies that human service employees and contractors may Report Suspected Animal Cruelty At Any Time, Removing Prior Limitations and Reinforcing Massachusetts’s commitment to Preventing Abuse and Neglect Wherever it is Found.
