“2189 bans the use of several species of wild animals in traveling shows. The new law, signed by Governor Maura Healy in summer 2024, protects elephants, big cats,1 nonhuman primates, bears, and giraffes from being exhibited or forced to perform in mobile acts like circuses, carnivals, and fairs.”
Massachusetts has taken a historic step in animal welfare by passing legislation that Bans the Use of Elephants, Big Cats, Primates, Giraffes, and Bears in Traveling Acts such as Circuses and Fairs, making it the 6th state in the nation to do so.
Signed by Governor Maura Healey, the new law - effective January 1, 2025 - recognizes the inhumane treatment and harsh conditions these animals face in traveling entertainment and ensures they are no longer exploited for profit. While exemptions exist for accredited zoos, film productions, and non-exotic animals like horses and rabbits, the law marks a profound shift in protecting wild animals from abuse.
Enforcement will be overseen by the Division of Fisheries and Wildlife, EEA, and law enforcement, with penalties ranging from $500 to $10,000 per animal. With overwhelming support from legislators, advocacy groups, and the public, this law affirms Massachusetts’ leadership in advancing humane treatment and ending animal suffering for entertainment.
