    On July 14, 2025, Brazil's Chamber of Deputies has approved a bill that would ban the testing of cosmetics, personal hygiene products, and perfumes on live vertebrates. This legislation amends Law 11.794/08 to explicitly include these products, making it illegal to use animal testing data to authorize their sale.
    There is an exception for cases where animal testing is required by national or international regulations unrelated to cosmetics, but companies that use this exception cannot label their products as “cruelty free” or “not tested on animals.”


    The law now awaits the President's sanction, after which a regulatory process will begin to ensure the adoption of alternative methods and effective oversight.


    Once enacted, Brazil will join a growing list of countries, including Chile, Mexico, and India, in banning animal testing for cosmetics at the national level.
