New Law Helps Protect Against Animal Abuse Torture CRUSH Videos In Oregon Effective January, 01, 2025

    Oregon has officially made it illegal to create or share animal “Crush” videos. Governor Tina Kotek signed House Bill 4145 into law, prohibiting the recording, distribution, or funding of videos that depict animals being intentionally harmed or killed. The legislation also makes it a crime to encourage others to torture or kill animals on camera, with violations punishable as misdemeanors under Oregon state law starting January 01, 2025.

    The bill, sponsored by Representative David Gomberg and Senator James Manning Jr., gained momentum following the indictment of Oregon resident David Christopher Noble, who pleaded guilty at the federal level to conspiring in the torture of baby monkeys and creating and sharing animal crush videos. While federal charges led to Noble’s imprisonment, state prosecutors were unable to pursue him due to the absence of relevant state law - a gap that this legislation now closes, ensuring future offenders can be held accountable locally.

    Animal advocates welcomed the change, emphasizing the importance of protecting vulnerable animals from cruelty fueled by online exploitation. “This bill finally gives local prosecutors the tools they need to put a stop to these heinous acts,” said Rep. Gomberg.

    Animal advocate group like Lady Freethinker applauds Oregon for this critical step forward and thank the more than 38,000 supporters who signed their petition to push this measure through and will continue to urge other states to follow Oregon’s lead in cracking down on abusive materials and standing firmly for animal welfare.
